Mpg2Cut2 is a free and open source MPEG-2 cutter app and converter developed by RocketJet for Windows. It's light on system resources, portable and well-designed.
The download has been tested by an editor here on a PC with some screenshots included to illustrate the user interface.

Mpg2Cut2 is a one-of-a-kind fault tolerant, GOP level, binary editor for basic cutting of Mpeg2 files.
One can rely on the application to correct some minor errors in the program stream, including faulty aspect ratio or missing headers.
It can copy selected portions of an MPEG-2 Program Stream. Mpg2Cut2 can only edit Mpeg-2 or Mpeg-1 - NOT Mpeg-4 (Mpeg-1 is only partially supported).

Mpg2Cut2 has been released under the open source GPL license on Windows from media converter software. The license provides the options to freely download, install, run and share this program without any restrictions. The source code for Mpg2Cut2 should be freely available and modifications are certainly permitted as well as the option to inspect the software.
